2.5天短假该如何休?国家旅游局明确指出,要在遵循国家法律规定每周40小时工作时间的前提下,将周五下午的工作时间提前安排到其他工作日中,使周五下午腾出来与周末结合外出休闲度假,而不是缩短每周法定工作时间、周五下午直接安排放假。
鼓励“2.5天小长假”,到底该如何休?是不是周五下午直接放假?这种休假模式有没有强制性?
对此,国家旅游局曾明确指出,弹性作息需要在遵循国家法律规定每周40小时工作时间的前提下,将周五下午的工作时间提前安排到其他工作日中,使周五下午腾出来与周末结合外出休闲度假,而不是缩短每周法定工作时间、周五下午直接安排放假。
国家旅游局还表示,错峰休假和弹性作息,都是鼓励性和倡导性措施,不是强制性要求,也不能全国一刀切,各地各单位在严格遵守相关法律和不影响正常生产活动的前提下,可根据自身实际情况自愿执行。
记者注意到,对于2.5天休假,网友普遍持欢迎态度,但也有不少网友认为,很多企业连周末双休、带薪休假都落实不了,更何谈两天半短假,这是一种奢望。还有网友担心“小短假会沦为机关事业单位的福利”。
刘思敏表示,“鼓励”意味着不是强制,“有条件的地方和单位”也表示不是全国统一实行,而且只在夏季两三个月的时间内,所以预计小短假惠及的群体应该不会很大,机关事业单位等有望率先受益。
“2.5天休假是假期安排的一种有益补充,它对于短途旅游休闲意义较大,但无法满足人们中远程的旅行和休闲需求。”在刘思敏看来,要进一步促进旅游消费,当务之急是落实带薪休假,并考虑增加长假的供给。

2.5天休假受鼓励
先来看看我们之前的做法,调休!有人说上帝发明了休假,我们却弄出了调休,调休的目的在于让假期连贯,让你能够歇的更长,也就能走的更远。当然,最终的目的就是让钱包更瘪,只有亲朋好友聚集起来才有消费的冲动,只有走出去,才更有花钱的赶脚,旅游、餐饮、娱乐几个行业全都眼巴巴的等着放长假呢!据统计,每逢长假大概4亿人会选择出游,旅游行业几乎狂赚2000亿以上,长假拉动全国GDP基本在4%左右,所以长假肯定是国家之所欲也,那么上班呢!肯定也是国家之所欲也,长假和上班皆国家之所欲,二者还必须得兼,所以想出了这么一个两全其美的馊主意,来调休吧骚年。
放眼全球,拼假的似乎真的不多,拿我们的近邻日本来说,他们一般把假期安排在周一,这样周六日歇完之后,还可以再爽一天。而法国人更可恶,双休日那可是雷打不动的,如果假期碰巧在周中。那么懒惰的法国人通常会多放几天假,而把假期和周末连起来。至于美国人,只有四个假日是日期固定的:新年元旦,独立节,退伍军人节、圣诞节。剩下都是某月的第几个星期一,所以赶上哪天算哪天,一周如果工作超过了5天或每天工作超过了8小时,被宠坏的美国人就会拿法律说事了,
当然美国人没有春节,更没听说过春运。所以不必每年非得折腾到千里之外,如果实在想去旅游,他们会使用年假。也就是单位会给每个员工的福利,所以美国的旅游景点不会人山人海,更不会一票难求。至于消费!美国人早就把自己的钱包瘦身成零脂肪了,真的不需要再靠假期来压榨油水了。
所以说到底,要不要长假,国家是肯定需要的,而且越多越好,变着方法的,给大家多找假期,这次就是要把带薪休假变成可能。那意思是,这个钱你老板们出,但旅游消费的好处,员工和国家得。说道这,问题终于出来了。老板傻吗?大公司们其实已经实行了带薪休假制度,而公务员和事业单位也没听说谁把假期浪费了的,甚至有的央企还补贴休假,每年还有专门的旅游津贴。这些自不必说。怎么休假对他们已经没有效果了。只是时间怎么排的问题。而对于更多的中小企业,这些70%的就业 人员,他们可能就没这么幸运了。休假?不加班就不错了!你敢拿国家的条例跟老板讲条件,分分钟让你走人。有人说这样的黑心老板,还给他干什么?问题是他要有能力找到万达这样的土豪企业,他肯定早就去了。谁不愿意钱多活少离家近,位高权重责任轻,之所以这么忍气吞声,绝不是因为什么理想,是实在没辙混口饭吃而已。这么来看,其实中国只分两种人,一种是可以带薪休假的,另一种是不可能带薪休假的。带薪休假的顶多只占30%,这部分该给国家贡献的已经都贡献了,除非你给他加假期,比如每周那0.5天,不从年假里面出,他们必然欢天喜地。否则不可能再从他们身上榨出油水。而另一种人压根就不可能带薪休假,他们属于典型的买房市场,根本没什么跳槽的议价能力,所以只能忍!你指导意见对他们来说也压根没毛卵用!
