一、办园简介
随着我国经济的迅速发展以及人们生活水平的提高,学前教育越来越来受到人们的重视,幼儿园发展迅速,然而,城乡幼儿教育存在很大差距,在经济、文化相对落后的农村,学前教育存在着诸多问题急需解决。为此,我们计划在乡村创办一所拥有现代教育理念的幼儿园。
幼儿园拟建在邯郸永年县乡村的交接路口,面向周边各村适龄儿童,使其接受正规的教育。我们以陈鹤琴的"活教育"为理念,本着自主游戏、综合课程、愉快教育、创新教育和素质教育的原则、强调游戏的作用,重视幼儿实践能力的培养,制定符合幼儿发展特点的教学方案,以达到"健康成长,快乐学习"的目的。
为了使幼儿更健康的成长,我园推出"家园合作"的新形式--"妈妈课堂",使幼儿家长了解到幼儿发展的规律和特点,给幼儿提供良好的成长空间;充分利用农村的资源,让孩子接触大自然,体验生活;开办亲子班,增加父母与子女间的了解与沟通;加强同其它幼教机构的交流与合作,引进先进的教学手段;建立自己的网站和论坛,及时得到各方面的反馈。
二、当前学前教育形势及国家政策
当前,全球范围内越来越重视教育事业,学前教育是其重要的组成部分。许多发达国家学前教育已达到较高水平,我国学前教育事业也得到一定发展,虽然我国北京、上海等大城市学前教育水平较高,但就我国整体而言仍远远落后于发达国家。我国目前在这方面的问题主要表现为:城乡差距、东西差距较大;人民群众的教育理念较为落后,增大了国家相关教育政策落实的难度;国家对其财政支持力度较小;我国学前教育科研人员短缺;学前教育工作者缺乏高、精、尖人才。
㈠目前,农村学前教育存在的问题主要表现为以下几点:
1.学前教育班少,班容量大。
目前的农村学前教育较城市仍处于较为落后的水平,虽然,近年来幼儿园数量逐年增加,但学前教育班仍旧非常紧张,且班容量较大,不能照顾到每个幼儿的发展,不能满足农村幼儿教育的需要。
2.管理小学化
现在农村幼儿园主要存在形式是小学附属式。作为附属式的幼儿园,仍采用小学式管理方法。小学领导对幼教业务不熟悉,再加上对幼儿教育不够重视,造成农村幼儿教育发展缓慢。
3.农村幼儿教师普遍素质低
农村幼儿园教师有的从小学抽调,有的由学校自主招聘,大多未经过专业培训,缺乏专业技能。从小学抽调到幼儿园的一些教师由于缺乏相应的幼儿教育理论和方法,在幼儿园中"保姆式"看管孩子和"小学化"教育的倾向十分明显。学校为降低教育成本,仅雇用一些低学历、低素质的教师,对幼儿教师的培训也是纸上谈兵。农村幼儿教师中具备幼儿教师资格的少之又少,严重影响了农村幼儿园的办园质量。
4.家庭式幼儿园
在农村中的家庭式幼儿园,主要采用"保姆式"管理方式,管理方式不科学,只是简单的教孩子们认识几个字,数几个数,而不是开发孩子们的智力、提高孩子们的听、说、唱、画、写的基本素质,降低了农村幼儿教育的保教质量。
5、留守儿童教育问题日益突出
随着农村劳动力的大量剩余,外出务工人员日益增多,留守儿童大多处于无人看管或由老人看管,他们的教育和心理健康没有受到足够的重视,这就对农村幼儿园提出了更大的需求,也对其质量提出了更高的要求。
6.教育条件落后
农村幼儿园由于经济条件较差,造成其规模小、设施简陋。幼儿园场地狭小,孩子们没有足够的活动空间,束缚了他们爱玩爱动的天性,限制了他们个性的发展。部分教室昏暗潮湿,采光和通风条件较差,夏天没有空调,冬天没有暖气,无法达到国家标准,直接影响着儿童的视力和其它方面的健康发展。
农村幼儿园硬件设施不齐全,有的幼儿园连电子琴、录音机等简单的教具都没有,缺乏基本的游乐设施,达不到"使幼儿在体、智、德、美诸方面和谐发展"的教育目的。同时在农村幼儿园中,保育工作非常落后。
7.家长教育观念落后
大部分农村家长只是停留在关心自己孩子的身体健康,给孩子创造更好物质环境,没有关注孩子心理,缺乏与孩子的心灵对话。片面地认为教育就是教师的事,缺少对孩子的家庭教育。家长与教师的沟通甚少,即使有沟通也只是简单的询问一下孩子的成绩和表现,不去关注孩子心理上的成长。有校车接送的幼儿园家长与老师的沟通就更少了。目前,大多数农村幼儿园也不组织家长座谈,没有给家园合作创造条件。
家长由于自身的局限性,对孩子仍采用传统式教育,有些家长甚至过多干涉幼儿园教育工作,使一些幼教机构的教育方式小学化。严重影响了我国幼教事业朝着正确的方向发展。
8.安全缺乏保障
大多数幼儿园卫生条件不达标,如,餐具不及时进行消毒,不能保证儿童的饮食安全。幼儿园保健工作、保育工作,全部由教师一人去做,由于教师知识和精力的有限,因此,不可能照顾每一个小朋友。幼儿园没有科学的食谱,孩子们的伙食不尽人意。大部分的幼儿园每天只是给孩子们吃馒头、面条、咸汤之类的廉价饭食,有的幼儿园还不让孩子们吃饱,不能为幼儿的成长提供充足的营养,严重影响了孩子们的身体的正常发育。
幼儿园中普遍存在医疗、应急设备不齐全,缺乏专业的保健医师。对传染性疾病的防控能力差。
安全意识差,处理突发事件的能力差。
9.财政支持力度小,乡村幼儿教育缺乏周转资金
国家的财政大部分倾向于城市教育,对乡村教育多停留在口头政策上。乡镇公立幼儿园地的资金多来自县级政府,县里的经济发展程度直接影响到了教育的发展,乡村幼儿教育资金相对更加短缺。
企业的投资多投向有实力的教育集团,条件相对落后的幼儿园得不到发展的空间,这样,使幼儿园的教育差距增大,好的幼儿园更好,差的幼儿园更差。
㈡国家和地区政策
针对我国这方面存在的种种问题,我国政府出台了一系列政策:
1.创办幼儿园地条件提供养育服务获得地收入,免征营业税;
2.创办幼儿园地条件自用地房产、土地,免征房产税、城镇土地使用税;
3.对创办幼儿园地条件经赞同征用地耕地免征耕地占用税;
4.对境外捐赠人无偿捐赠地直接用于创办幼儿园地条件教育地教学仪器、图书、资料和通常学习用品,免征进口关税和进口环节增值税。
鼓励各高校培养学前教育专业人才;鼓励大学生到基层工作,以提高基层师资力量;鼓励地方积极发挥地区优势发展教育;逐步增加教育投入,提高教师待遇。
一些地方政府也出台了一系列政策鼓励农村幼儿园发展,如,天津市新建和改扩建了分布在12个区县25所幼儿园,天津市教委加大了对农村学前教育的政策倾斜,着力在教师培养与培训、资源开发与利用等方面优先发展农村学前教育。为了推进城乡学前教育均衡发展,市教委启动学前教育"双百"城乡合作助教行动计划。采取"城乡结对,上下结合"的方式,让"百名"城乡园长结对子,并积极组织培训交流与挂职锻炼;让"百名"城乡教师结对子,采取到农村巡回授课或流动教学送教下乡,并且有针对性地开展适合农村教育特点的教师培训,以扶持农村学前教育整体水平。同时,市教委还启动了农村示范幼儿园的培育和建设工程。完善了农村地区示范幼儿园的规划和培训机制,发挥了优质资源的示范辐射作用,带动和提升了农村学前教育整体水平。
国家和地方政府给予农村幼儿教育越来越多的支持,为农村幼儿教育事业的发展提供了强大的后盾。
三、硬软件配套设施
㈠、硬件设施
园址选在乡村交通枢纽地带、环境较好的地区,校舍规格严格按照国家标准进行建造,提供相应的应急设施,如防火栓等,每个教室和寝室都有两个安全门; 各班都有盥洗室、活动室(活动室并用作寝室)、教室;家具设施如桌椅等要根据儿童身长及各部分比例选择,桌椅采用圆角,颜色不宜过于艳丽也不宜采用白色,儿童床采用硬质木板,充分考虑儿童脊柱发展特点;厨房配有消毒设备,送餐设备有防风防雨作用;设置医务室和隔离室以及应急设施;园区有绿化用地面积;采暖采用地暖,预防暖气片的灼伤或者煤燃烧的污染;各班建立自己的小图书角,这里边既有学校准备的书籍也有学生自己的书籍,培养其阅读兴趣;每个班配置钢琴或者电子琴;教室安排要充分考虑到采光问题;定期对幼儿园各角落进行消毒清理。
幼儿园最重要的就是游戏场地和玩具,考虑到资金问题,采用农村资源补充不足:如利用木头及绳索制作"过河"游戏;利用木棒和绳索、硬纸制作天平;利用各种塑料瓶制作瓶花;利用广大的农村的砂石土开展户外游戏;利用树叶蔬菜叶沙石水做各种厨房游戏;用稻草编辫子绳,每根约50厘米长,放在地上可作跳跃障碍物,拿在手上可作马鞭;用易拉罐装上石子即成摇铃;多利用农村的自然资源开展户外游戏活动,虽没有城市的各项蒙氏教具,但我们有纯天然的自然教具,让孩子们从自然中找到快乐和兴趣,用稻草、玉米秆布置教室,让孩子们初步理解到变废为宝的可能。
㈡、软件设施
采取一些措施吸引优秀大学生到我园;我园的教师都要有健康证明和上岗证,并定期对其进行职业技能测试,增强其危机意识;定期组织本校教师进行职业培训,使其教育思想跟上时代的发展;聘请专业的音乐、舞蹈老师;课程和教材要跟上时代的发展,及时更新换代;加强同大城市幼儿园的联系,从中吸取经验;组织自己的教师讨论会,交流在教学中遇到的问题和经验,在教师中形成互助合作的氛围。
定期举办"妈妈培训"课堂,加强同幼儿父母的交流,共同促进幼儿健康发展;开办亲子课堂,使孩子更加深切的体会父母的爱与关怀;定期举办幼儿才艺大赛,并给予所有参赛儿童奖励,以培养其自信心;引导孩子学会观察生活、体验生活、感恩生活,培养其积极的生活态度;举办安全小演习,增强幼儿危险意识,提高自我保护能力。
在管理方面采用问责制,以明确各自职责;建立健全职工代表大会,使教职工能够更好的参与到幼儿园的管理和教学中;采用五天工作制,教师实行半日工作制,保育员为全日制。
四、课程、班级具体规划
我园规模初步定为中型,大概设置6-9个班,每班配备3名老师(2名教师和1名保育员)。实行五天工作制,其中保育员工作全日制,教师工作半日制。
小班额定人数为20人左右;
中班额定人数为25人左右;
大班额定人数为30人左右;
学前班额定人数为35人左右
我园开设课程分为文化课和艺体课,文化课主要有语文数学英语,艺体课主要有音乐美术舞蹈。根据班级的性质,课程的具体内容和程度各异,从不同的方面培养儿童的认知能力。课程教授过程以游戏为主,寓学于乐,让儿童快乐学习,健康成长。
语文课:中小班,让孩子学会正确的表达自己的想法;大班和学前班教授一些基本的语文知识,以实现向小学教育的顺利过渡。
数学课:中小班,让孩子体会到数的存在和存在方式;大班和学前班讲一些基本的数学知识。
英语课:学会一些基本的日常用语,为以后的英语学习打下基础。

六、组织管理
㈠、组织机构
园长:
(1)贯彻执行国家的有关法律、法规、方针、政策和上级主管部门的规定;
(2)领导教育保育、卫生保健、安全保卫工作;
